Nope...congress had no way of regulating the trade that happened between the states, but each state could put their own rules among interstate trading.
Hello. The States tended to treat each other like separate countries. As such they would place import taxes on each other's goods. Congress did have the authority to settle any disputes between states that arised from these tariffs, but because of its weak power, the states would brush off its suggestions/decisions.
