When graphing anything, does the closed circle on the graph include the number it is on, or is it the open circle that includes the number it's on?

Both. If you are graphing inequalities then you use a closed circle with inequalities with greater than or equal to or lesser than or equal to symbols. The open circles are used for inequalities that have greater than and lesser than symbols.
