In \(1960\) the frequency of the \(\mathrm{G}\) allele is \(p=0.8\), so the frequency of the recessive counterpart at the time was \(q=1-0.8=0.2\). The proportion of heterozygotes would then be \(2pq=0.32\), so I'm not sure why that answer is considered incorrect.
