Why is John Winthrop important in the Massachusetts Bay Colony's history? He was the first to be elected governor of the Massachusetts Bay Colony. He controlled the largest army in the new colony. He permitted all colonists to vote without regard to religion. He and his followers broke away from the Puritans to form a new colony in Virginia.
