I'm confused on how to figure that out?

Not sure, do they want the average value from all those? If that is the case, calculate the average, and the +- could be the difference to the highest and lowest value

The average is 2.70, and the difference to the highest value 2.80 and lowest 2.60 is 0.10 2.70 +-0.10

Her notes say: 1. the average 2. the range 3. divide the range by 2

2.8-2.6= 0.2 and divide that by 2?

Right, that is what we did, the distance from the average value to the higher and lowest values is 0.1 same as half the range of values
