NEED HELP ASAP!! WILL MEDAL Can someone please tell me what this means? It is true that … the established government should never be touched except when it comes to be incompatible with the public good; but the circumspection [careful thought and judgment] this involves is a maxim [general truth or rule of conduct] of policy and not a rule of right, and the State is no more bound to leave civil authority in the hands of its rulers than military authority in the hands of its generals. . . .

OpenStudy (halox156):

It means that government shouldn't leave the public or civilians with authority that only a higher ranked political can have or use on lower class people.

OpenStudy (kitkat123):

So you mean they shouldn't be giving them the freedom that upperclass people have?

OpenStudy (halox156):

yes

OpenStudy (kitkat123):

Thanks so much :)
