Not necessarily for the 3rd one the number of room vary from floor to another why? Because some floors are used as storages for medical subjects other floors have less rooms than another floor because the surgery rooms are usually large and so on

For number 2 I do believe that the government force all the local hospitals to make a general statistic of how many new borns and how many recent deaths they use that in normally annual statistics to calculate the total number of people +18 in a certain place
