Okay so for A: It says to write an expression to show the average change in the temperature of the city each week. 
So we have$\ -20$ and -$\ 4$
As you can see $\ 4x = -20$ would come out as an answer..

Okay so for B they're asking to simplify the expression, and explain it..
we know tha $\ t-20$ is a total temperature.

How many weeks would be 4

and "x" would stand for  how much it decreased per week

4x = -20

x = -5

Decreased by -5 each week
