1/2 the elevation means 1/2 times -16
(think of this example: what is 1/2 of 4 ? Hopefully, you know it is 2)
1/2 * 4 = 2

or, you could say -16 divided by 2 (which is another way to figure it out)

-16/2 (or -16 * 1/2)
= -8

We assign "altitudes" below sea-level as negative so 16 below sea-level is -16
the answer will be negative because a minus divided by a plus is a minus
(or a minus times a plus is a minus)
