translate in this case means to move from one stop to the another

With x = 0 and y= 0, you are at the origin,
if you translate to x+2 and y -3 then insert the origin x and y into the translate and solve
x' (the new x) = 0+ 2
y' (the new y) = 0 - 3
x', y' = (2,-3) that is the new point
