Probably northwest or north-by-northwest. It's in the northwest (2nd) quadrant, anyway, that's all I can tell you without a coordinate plane lol.

He wanted the angle measure. You use trig: angle from x-axis: \[\tan^{-1} (\frac{ 30 }{ 15 })\] That will give you the angle from the x-axis, relative to the origin.
