(A) prior knowledge. This sounds like common sense. Popular beliefs and public opinion is pretty much the same. You'll learn in in classes like AP Gov how public opinion isn't trustworthy. A random internet blog obviously is less trustworthy. Prior knowledge of the situation is the best answer.

OpenStudy (osprey):

A) prior "knowledge" and seeing if it needs modification. A CLASSIC example of this was part of the process by which Einstein and others developed RELATIVITY. Newton's laws were a very good approximation, Einstein et al looked at the principles underlying Newton et al thinking, and Einstein HYPOTHESISED that the speed of light was the fastest speed available.
