Whats the topic? Because in an argument essay you basically state your side, and the other that contradicts it. And I am pretty sure you do not want to advocate bullying.

Do you know a compelling counter? If not, lets go to a browser, and simply look up, 'sources' of bullying. Since you want them to be legally responsible, wouldn't it make sense if you looked up the NEGATIVE sides of bullying and how it effects the victim?
