I can't understand question number 3 cuz I can't figure it out what they want me to do. Construct a perpendicular line and construct parallel with a perpendicular line or construct another line and construct a parallel with that line?? Anyhow, could you help me?

after coostructing the perpendicular line m they want you to construct a line parallel to l  through R.  The last part is done in the same way as in question 1.

if i remember correctly 9 its been a long time) you draw 2 arcs  like below
