well, think of Catie as C and her brother is X. c=x+3, c+x≤ 31 substitute x+3 in for c, since we know they mean the same thing: x+x+3≤31 Now simplify: 2x+3≤31 Subtract 3 from both sides, to isolate x. 2x≤28 And divide both sides by 2 so you only have one x. x≤14 There's your inequality, and Catie's brother could be a maximum of 14 years old.
