1870. Prussia dominated the German states militarily and lead a confederation or northern German states.
Germany had not quite unified as a nation. Bit France wasn't liking the idea of a strong Germany next door.
France got beat pretty badly. The French Second Empire government fell apart. The treaty that ended the war also recognized the German Empire.
