Number of numbers between 100 and 999 with 0s is: 100 110 120 130 140 150 160 170 180 190 So far it's 10. We can change the first digit to be 2 and get the same results. That would be 2 * 10. SInce we're going to 999, up to 900 would be 9 * 10. Then since we have 9 more '10s', We add another 9. (9 * 10) + 9 = Amount of numbers with at least one 0.
