You can just draw using your mouse - it's not as easy as using a tablet and you're not going to get the same quality but it's possible, lots of artists make really good drawings using just the mouse - practice makes perfect.

You might find it's a better idea to use a pen/line tool in whatever software you're using - this can be tricky at first but you'll definitely get smoother lines.

One good idea is to draw all your animation frames on paper then scan them in. (Or take a photo with your phone/camera if you don't have a scanner.) Then it's much easier to trace other them to digitize them either using the pen tool or a normal brush. Alternatively you could even forego the tracing stage and just use the drawings as-is to make your animations once they're scanned?
