Executive action by a president is when he acts like a king or other tyrant. He does a deal that doesn't have to be approved by the people's representatives.
I is probably ok when he says to Haiti, we're gonna send some ships to help after your earthquake. But it's not OK when he makes a treaty to give Iran billions of bucks and let them get nukes. The president is required to submit treaties to the Senate for good reason.
