I agree with you. That seems to be where the points connect on the graph. (A cumulative frequency graph only tells you how many are less than or equal to, so the last two options can be eliminated.)

There's a point on the graph around (35, 500) so i'd go with "almost 500 cities have an average monthly temperature less than or equal to 35°C"
