The president can have some control over congress just by being the president. People listen when the president speaks. Sometimes they listen to senators of representatives, but there are lots of them so one voice can get kinda lost. Of course the reason we listen to any of them is that congress makes laws and congress listens to the pres because he can veto any law they make.
