OpenStudy (kirstenl0302):

Is the following relation a function? Two circles are shown, one labeled x and the other labeled y. The x circle contains the numbers 6, negative 1, 4, and 0. The y circle contains the numbers 2, negative 1, and 3. Arrows map numbers from x to numbers from y. There are arrows going from 6 to negative 1, from negative 1 to 2, from 4 to 3, and from 0 to 3.

OpenStudy (danjs):

I think this is telling you the domain and range values domain - x = 6 , -1 , 4 , 0 range - y = 2 , -1, 3 A function takes the input value for x, and assigns it One output value y. Here you have two x values giving the same y value, so it is not a function.
