It may help if you make the notation explain it to you. y is directly proportional to x MEANS y = kx y is inversely proportional to x MEANS y = k/x

No, not "oops". Solve for k. This sort of problem CANNOT be presented without enough information to find 'k'. It HAS to be in the problem statement. That's what this does: " y = 12 when x=3". Substitute those two and solve for 'k'. AFTER that, read the rest of the problem.
