Well we see that we only so far have point R....in order to make a bisection we need to make two points on the leg of each side of point R....so our first step would be to `Place the point of the compass on point R and draw an arc that intersects the sides of angle R. Label the points of intersection as point S and T.`

After making the arcs you would then have to label the arcs with point as U so that would be the 4th step....Once that is done you can draw the line RU with a straightedge which would be the last step...
