Am not so sure about whether or not if the center of dilation changes the whole rule would change but what I know is
In dilation to apply dilation on a figure we use the following
(x, y) --> (kx, ky) Where k is the scale factor
So if the scale factor is 2 and we have one of the points (2,2)
Then to make a dilation by scale factor 2 we will apply the formula
(2,2) --> (2 * 2, 2 * 2) --> (4,4)
