C ? The answer could be in the wording of the question. "above the top of the hill". You're seeing the balloon with REFERENCE to the top of the hill ... It's in the COORDINATE system of the land surrounding the hill, you may not know what the distance is, and the "delta point" sounds vaguely like military jargon. Similar thing in a laboratory.
