A hoop with mass M and radius R is rotating at 60rpm about axis If the mass is doubled but the radius is unchanged what happens to the angular speed? Wouldn't it half?

if the angular momentum is conserved, then the speed will decrease, because the MOMENT OF INERTIA has increased because of the different mass distribution. Think of ice skaters with arms out and arms in whilst spinning, or think of divers in a swimming pool somersaulting etc .. http://perendis.webs.com
