is the equation of an ellipse with x semi-diameter 1 and y semidiameter 3
i.e. tall and skinny
if we put into the equation points out side the ellipse: for example x=2 and y=0 we would get
4+0 i.e.4 which is bigger than 1
in other words , this example shows that points outside the ellipse are
\[ x^2 + \frac{y^2}{9}\ge 1\]
choice a shows all the points outside the ellipse, so it's the answer
