This is a pretty lengthy problem and I'll leave the calculations to you. But basically, the fusing point comes when the current passing through the bulb exceeds the recommended current calculated by \(P=VI_{max}\) (you know P and V). You must also calculate the resistance of both bulbs by \(P = V^2/R\) (you know P and V) then solve that circuit to find the current passing through the bulbs.
