I believe it is c; to criticize the public officials who endorse segregation. The Birmingham letter is really simple, it pretty much covers the ideas Martin Luther King Junior thought and what he believed, this letter was written by him in jail, explaining how unfair the system is. If you understand what the letter is about, it makes it easier to understand what the question is asking. :)
