I guess it depends on how the word "flash" is being used. Strobe lighting suggests frequent pulses of light, at relatively high frequency. To me, a "flash light" is something that I'd have on whilst, say, working under the bonnet of a car, or some other darkish and inaccessible place. That would make it a continuous source. The source of the POWER could be the car battery, or it could be a bulb powered by the mains.
