Okay, so. To be able to paraphrase is to use the ideas/information from an original text/source in your essay, paper, open-ended etc, by rephrasing those words into your own words, so it doesn't count as plagiarism. I believe to able to paraphrase well is to use to use very few exact words from the original "source" as possible, and put those words into your words, or how you would say it. Just make sure not to change the meaning of the text when you rephrase.
I'm not sure if that would help any, because I am also sort of confused by this.
