I think there has to be more to this one. It looks like you have values of X that are 1, 2, 3, 4, and 5, and corresponding frequencies of 4, 6, 1, 4, and 5. Maybe there are some multiple choice answers? If there is a relative frequency table, the x values would be the same, and relative frequency would look like 4/20, 6/20, 1/20, 4/20, and 5/20.
