Well, in the REPUBLIC I don't think it was the emperor any more, 'cos that would be an EMPIRE (I'm thinking of Claudius, Julius et al). The toga clad people had a SENATE where they'd shout at each other, much as they do today. Whether there was another place where they'd debate, I don't know. As though that the senate was for the "wealthy intellectuals", there could well have been another one.
