It would make sense that the definition of 'drug abuse' is something that is done to the drug - in effect the abuse of the USE of a drug.

If justified uses of drugs were for medical purposes, such as painkillers or prescribed treatment, drug abuse would be the misuse of drugs, such as in order to achieve a certain effect on the body that is not for medical purposes.

Therefore the answer would be C :)
