If you go to ptable.com then the properties tab and select conductivity you can compare them like I did. The answer is D. Normally I would explain this but Conductivity is difficult to define as a trend on the periodic table. Especially when the elements are far apart.

OpenStudy (festinger):

I would say it's C. Mn is a metal, so it is the most conductive. Ge is a semiconductor, so it is less conductive than metal, but more than an insulator O is an insulator. So in order of decreasing conductivity, it is Mn, Ge, O.
