The city had been barricaded by the Japanese before the attack if BARRICADED = BLOCKADED that would make more sense to me ..blockaded = being laid siege to, and starved. This happened in WW2 to the island of Malta, laid siege to by the Germans, and awarded the George Cross for "civilian bravery" by the UK government.
