Why doesn't the cell have ATP laying around to use?

Depends on the cell and condition, sometimes they can regenerate ATP from ADP. If there is lack of oxygen fermentation can occur.

I am assuming that the cell is healthy... sometimes the electron transport chain doesn't happen because the mitochondria is damaged etc. ATP production relies on glucose. If there isn't glucose and the cell cannot find ways to produce glucose then the cell may not be able to produce ATP.
