From what I know about Hammurabi's code, I believe the answer is the first one. Hammurabi's code is known as one of the oldest decipherable writings known to man at the moment, so it seems logical that a question asking about it would involve concepts like civilization, etc. Unless it turns out that Hammurabi's code is secretly the key to Mesopotamian geography.
