What is the function of the noun clause in this sentence? The street musicians sang to whomever passed them.

Noun Clause - is a group of words that contains a subject and a verb; however, it cannot stand alone as a sentence. Predicate - is the part of a sentence (or clause) which tells us what the subject does or is. To put it another way, the predicate is everything that is not the subject. The street musicians is the subject and sang is the verb. Who did the street musicians sing to? "to whomever passed them" "The street musicians sang" can't stand alone as a sentence, because it won't have predicate to explain what they are doing. Plus, "to whomever passed them" isn't a complete thought.
