What are party whips in congress? How do they influence legislation?

OpenStudy (schoolcool):

Both houses of Congress, the House of Representatives and Senate, have majority and minority whips. They in turn have subordinate "regional" whips. While members of Congress often vote along party lines, the influence of the whip is weaker than in the UK system.

The whip is second in rank behind the party leader. The whip keeps party members in line and tries to make sure all members of the party vote the way the party wants. S/he also knows the mood of the members and what they are likely to support and not support.
