In a true free enterprise system, which group has no control over the economy? government workers consumers bankers

Free enterprise is based on the free trade between parties. You can sell things. You can buy things. The role of government is to provide security for the system. If a contract is made and either side can't or won't fulfill their part it falls to government to settle that dispute. But the government doesn't have a role in deciding which company fails and which succeeds.
