Electrophoresis is when you place DNA into a charged apparatus and the DNA separates down into individual segments, so this process obviously does not create new DNA. DNA fragments are solely just fragments. They can't really do anything because they are fragmented. Plasmids are found in bacteria and can potentially give bacteria a survival advantage. Plasmids consist of DNA that bacteria can integrate into their genome. DNA polymerase is the enzyme that synthesizes DNA onto a DNA strand. Like @caozeyuan mentioned, this is the only item on the list that is an enzyme.
