How do I answer this question if it's asking about monthly expenses, but it gives me two fixed expenses that are paid quarterly and every 6 months?

Do I just ignore the 6 month and quarterly expenses or what?

Just like you would multiply your groceries by two to get monthly groceries expenses, you would divide quarterly expenses by three to get monthly expenses. Remember this is about budgeting, not accounting. As long as you have enough monthly amounts to pay the bills, you're ok.
