scientific notation looks something like this a * 10^n where a looks something like 1.2 or 9.8983 or 4.00001, etc n is a power
100.2*10^3 is not in scientific notation -0.2 *10^-4 is not in scientific notation
in order to determine n, the easiest way is to count the number of spaces the decimal needs to travel in order to reach the format x.y (the whole number and the decimal portion)
