i agree only if point B is a perpendicular bisector of AC. Then AB=BC (B is mid point of AC) <ABD=<CBD (given) BD=BD (common) triangle ABD=triangle CBD (SAS=SAS) if BD not perpendicular to AC,then they are not congruent.
