If we get some context here, then you'll know that Thomas Paine was an advocator for the Revolutionary War and someone who openly spoke out against Britain's rule. He viewed the world as being enslaved by the control of European countries. Therefore, Paine viewed America as the country that set the world free, since America was able to break out of Britain's oppressive control
