I have never worked with "glide reflections" before, so would be learning something new, just as you are. Examining your definition of "glide reflection," I see that the first figure is actually reflected in the "mirror line" and then the resulting figure is shifted UP by the length of the translation vector. Personally I would reflect first, as you have asked and suggested.
