Here's the History answer: These kind of telephone rate schedules were common in the days before the break up of the telephone monopoly. Yes, there was only one phone company for most of the country. Bell telephone was broken up in 1982. Since the question states that Linda made a $16.24 phone call, that's how much she pays. The discount was already on the bill. You pay the whole thing. Linda should pay by check or credit card if her husband let's her have one. Yeah women couldn't get credit in their own name until the Equal Credit Opportunity Act in 1974. It doesn't give a date in the question so Linda is probably lucky to be able to have a phone in her own name and be able to pay her bills. Or maybe she's spending her husbands money on a phone in his name.
