Third person omniscient is a method of storytelling in which the narrator knows the thoughts and feelings of all of the characters in the story, as opposed to third person limited, which adheres closely to one character's perspective. In the PM's mind was the idea of "suing for peace" by trying to "bargain" with the chancellor so that the chancellor would reign in the then policy of invasion and subjugation of all european countries to start with. The german chancellor had in mind that subjugation of europe and establishing "The Third Reich" was germany's aim, regardless of what the PM said, although the meeting itself would have been cordial and the chancellor may very well have said "yes" to the PM. The chancellor, though, had in his mind that if UK did not ally itself with Germany (as had, say, the Vichy government in France and the Italian government under Benito Mussolini) then Germany would attack UK. A note was written which the PM declared was a "promise" from the chancellor to "pursue peace in europe". The exhausted PM arrived back in UK, and was photographed with the the note in his hand and he declaring "peace in our time". A short time later, the German chancellor ordered the invasion of Poland (as he'd always intended to do) the PM and his government collapsed, and UK declared war on Germany. In his mind's eye, the incoming PM, Winston Churchill, thought that the only way that there WOULD be peace in Europe/the world would be if the WW2 were fought and won, almost no matter what the cost. The cost was huge, almost immeasurable.
